there are many different elite armors and can be purchased in different places in each chapter.
Here is a link of all of the elementalist armors: http://wiki.guildwars.com/wiki/Elementalist_armor (and for eye of the north all except the pieces are elite)

Its armour with max stats for the profession that you buy it on.
It is more expensive than normal armour, 15k per piece for some which gives it the name 15k armour.
There are other types of elite armour such as obsidian and vabbian armour.
You can get the armours from different armourers, eg the forgemaster for obby armour.

You should have a look at the gallery of elite armours for your profession, then you can buy an armour set that you like.

There are various armor sets that cost 15 platinum for each piece, plus some rare materials. Hence why they are named '15 k armors'. You can usually get those in the later parts of the campaigns. For Prophecies, there are various Elite Armor sets which can be acquired from small outposts in the Southern Shiverpeaks, such as Marhan's Grotto and Granite Citadel. In Factions, Elite Armor sets can be acquired from the outposts after the second Luxon/Kurzick missions and from the reward zone when you complete the game, the Divine Path. In Nightfall, the first Elite Armor you will find is Vabbian Armor, which is not considered Elite Armor by many because it doesn't cost 15 K per piece but rather 5 K per piece. Still, it fits in the Hall of Monuments and it is also quite pricey and good looking, so it fits all other requirements for Elite Armor. You can find this set in the Kodash Bazaar, a large city in Vabbi. Later in the game, in the Desolation, you can find other Elite Armor sets as well in the reward zone after the last mission, Throne of Secrets.

Eye of the North has some Elite Armor sets. They're tied to certain Reputation titles so you may need to grind points for those a bit before you are allowed to buy them. They are located in a race's capital city: Eye of the North for the Ebon Vanguard, Rata Sum for the Asura, Gunnar's Hold for the Norn and Central Transfer Chamber for the Deldrimor Dwarves.

Last but not least, there's Obsidian Armor from the Fissure of Woe. This armor set is currently the most expensive armor in the game, requiring Globs of Ectoplasm and Obsidian Shards to craft it.

As far as I'm aware, Elementalist can get all of these Elite Armors except for the ones from the Divine Path. Just check out the wiki for armor art, and see if you like one of them.

I hope I've been comprehensive enough with this post

They made it even easier to look on the wiki for answers... just type something into the chat line and it will send you to the wiki... like this:

/wiki elite elementalist armor

Type that in, and it'll minimize your game and send you directly to the official wiki page for elite elementalist armor. It'll have links to where it's sold, what it's crafted with, how much it costs, and what it looks like dyed! Super easy!

Also remember that Elite Armor isn't better than Max Armor, stat wise.

15k Armor and basic Max Armor is the same. The only difference is looks. So if you're looking to get Max Armor, then the armor that costs 1k will be cheaper for you. But if you are looking for better looking armor, than 15k Armor is what you want (even though some Max Armors look better/same as Elite Armors).
